簡(jiǎn)要規(guī)格描述或項(xiàng)目基本概況介紹、用途：南浦、花木水環(huán)品質(zhì)提升工程（咸塘浜、王家浜、三八河段）包括南浦水環(huán)和花木水環(huán)。其中，南浦水環(huán)包含咸塘浜和王家浜兩條河道，北接花木路、西接白蓮涇，全長(zhǎng)約2.6千米；花木水環(huán)包含三八河河道，北接張家浜、南至川楊河，全長(zhǎng)約5.0千米。整個(gè)提升工程范圍涵蓋花木街道、張江鎮(zhèn)和北蔡鎮(zhèn)3個(gè)街鎮(zhèn)，規(guī)劃用地以公共綠地（G1）、防護(hù)綠地（G2）為主，設(shè)計(jì)總面積約624955平方米，總長(zhǎng)度約7.6千米（以實(shí)測(cè)為準(zhǔn)）。該工程主要建設(shè)內(nèi)容包括景觀工程（園路及鋪裝場(chǎng)地改造、濱水景觀帶改造、綠化調(diào)整與提升、地形土方、城市家具與配套工程等）、建（構(gòu)）筑工程、結(jié)構(gòu)工程、橋梁工程、水利工程、水生態(tài)工程、電氣及照明工程、給排水工程、智慧化工程等            

Brief specification description or basic overview of the project: The Nanpu and Huamu Water Environment Quality Improvement Project (Xiantangbang, Wangjiabang, Sanba River Section) encompasses the Nanpu Water Environment and the Huamu Water Environment. Specifically, the Nanpu Water Environment comprises two river courses, Xiantangbang and Wangjiabang, connecting Huamu Road to the north and Bailianjing to the west, with a total length of approximately 2.6 kilometers. The Huamu Water Environment includes the Sanba River, connecting Zhangjiabang to the north and Chuanyang River to the south, with a total length of approximately 5.0 kilometers. The main construction content of the project includes landscape engineering (renovation of garden paths and paved areas, renovation of waterfront landscape belts, greening adjustment and enhancement, topographical earthwork, urban furniture and supporting works, etc.), building (structure) engineering, structural engineering, bridge engineering, water conservancy engineering, water ecological engineering

二、申請(qǐng)人的資格要求
2. Qualification Requirements for Bidder

(a)滿足《中華人民共和國(guó)政府采購(gòu)法》第二十二條規(guī)定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，扶持中小企業(yè)政策：本項(xiàng)目是專門面向中小企業(yè)采購(gòu)，評(píng)審時(shí)中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)。
按照《中小企業(yè)劃分標(biāo)準(zhǔn)規(guī)定》（工信部聯(lián)企業(yè)[2011]300號(hào)），本項(xiàng)目采購(gòu)的南浦、花木水環(huán)品質(zhì)提升工程（咸塘浜、王家浜、三八河段）代建服務(wù)屬于商務(wù)服務(wù)業(yè)。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve a certain share, increase the proportion of small and medium-sized enterprises (SMEs) in government procurement, and support SME policies: This project is specifically targeted at SME procurement, and no price discounts or concessions will be applied to SME products during the evaluation process. (2) Support welfare units for the disabled and treat them as small and micro enterprises. According to the "Regulations on the Classification Standards for Small and Medium-sized Enterprises" (Ministry of Industry and Information Technology Joint Enterprise [2011] No. 300), the construction agency services for the Nanpu, Huamu Water Environment Quality Improvement Project (Xiantangbang, Wangjiabang, Sanba River Section) procured by this project belong to the business service industry.        

(c)本項(xiàng)目的特定資格要求：（1）未被“信用中國(guó)”（www.creditchina.gov.cn）和中國(guó)政府采購(gòu)網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購(gòu)嚴(yán)重違法失信行為記錄名單；
（2）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)；為本項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)；
（3）本項(xiàng)目不接受聯(lián)合體投標(biāo)。
